Emma Skelley, Associate, joined Alcalde & Fay after working as a Constituent and Legislative Affairs Intern in the Office of National Marine Sanctuaries at the National Oceanic and Atmospheric Administration (NOAA). At NOAA, she was responsible for conducting outreach to Members of Congress and constituent groups on issues such as marine conservation, recreational opportunities and maritime heritage, as well as promoting articles for various publications about National Marine Sanctuary sites.
Prior to NOAA, Ms. Skelley worked as a Policy and Communications Intern at the American Fisheries Society, where she managed social media outreach and also participated in a research project at American University in conjunction with the Environmental Protection Agency (EPA) Alumni Association to chart the future of the EPA for its upcoming 50th anniversary.
At Alcalde & Fay, Ms. Skelley combines experiences gained at relevant federal agencies and associations to focus on environment and energy issues for The Alliance for Responsible Atmospheric Policy, as well as the International Climate Change Partnership.
Ms. Skelley is a native of Manassas, Virginia. She received her bachelor’s degree from West Virginia University, where she was a member of the geography honor society (Gamma Theta Upsilon) and graduated Magna Cum Laude. Ms. Skelley also competed as a Division 1 student-athlete on the swim team and was an NCAA Academic All- American Honorable Mention. She has a master's degree in Public Policy with a focus in Environmental Policy from American University, where she was a member of the public administration honor society (Pi Alpha Alpha), and graduated Cum Laude.
