HAROLD J. CREEL
Harold J. Creel, Jr., Partner, offers Alcalde & Fay clients a comprehensive, 25-year tenure in maritime law and policy. Through his positions at the Federal Maritime Commission and the U.S. Senate, Mr. Creel has worked with international shipping companies, cruise lines, ports, municipalities, foreign governments and cargo interests his entire career.
Mr. Creel is a former three-term Commissioner of the FMC, nominated by Presidents Bill Clinton and George Bush. As FMC Chairman, Mr. Creel directed a Federal agency whose mission is to regulate the $500 billion ocean-borne foreign trade of the United States. He held this appointment for six years, the longest in the Commission’s history.
As Chairman, Mr. Creel negotiated a favorable resolution with the White House, the Departments of State and Transportation and the U.S. Trade Representative of Japan’s inequitable treatment of U.S. shipping companies . He has represented the United States at international forums around the world, including the General Agreement on Tariffs and Trade (GATT) and the Organization for Economic Cooperation and Development (OECD).
Mr. Creel has testified regularly before Congress on maritime and international trade issues and advised multiple Administrations on issues pertaining to U.S. shipping law and policy.
Prior to serving on the FMC, Mr. Creel was Senior Counsel of the Merchant Marine Subcommittee of the Commerce, Science & Transportation Committee in the U.S. Senate. There he advised Senators on all issues related to commercial shipping. As majority counsel and staff director, Mr. Creel served as a principal staff author of the Oil Pollution Act of 1990.
Before his Capitol Hill experience, Mr. Creel was the primary staff attorney for endangered species issues at the National Oceanic and Atmospheric Administration in the Department of Commerce. He began his legal career in New Orleans with a law firm specializing in admiralty.
A native of South Carolina, Mr. Creel holds a JD from the University of South Carolina School of Law. He holds a BA in political science from Wofford College in Spartanburg, South Carolina and is a member of the Louisiana Bar.
